Try this:
Freelancer.exe" -s85.25.133.65:2302

You need the " in it. If the freelancer is in the standard directory it should look like this:
"C:\Program Files\Microsoft Games\Freelancer\EXE\Freelancer.exe" -s85.25.133.65:2302

note the " and space between last " and the -
